The Use of Methods of the Project Management in Practice

This bachelor’s thesis uses methods of project management on projects from participatory budgeting of the city of Brno. First part is devoted to theoretical background, which is then used for the practical part itself. Analysis deals with the current approach for submitting projects. This is followed by the possible design of the project phase in the future. Methods are applied to a selected project.
Information System for Management of Participatory Budgeting

The aim of this work is to create an information system for the participatory budgeting that the citizens could use to influence the development of their surroundings. The system allows them to suggest their own ideas how to improve their surroundings or to carry out an event with the money provided from the municipality's budget.   I solved the chosen problem in a way that aims to connect citizens with the council and thus, improve the communication with the public. A citizen can play the role of a proposer or a voter in the system. The proposer submits a detailed proposal which includes a name, place of execution, description, photos and more. Furthermore, if it receives sufficient support from the voters and the result of the feasibility analysis is positive, the project can be performed.   In practice, I created a system that I consulted with members of the Ostrava-Svinov municipal district council. I was allowed to conduct a survey of the citizens opinions. However, the web application was not developed specifically for one municipality, it can also be used by other entities that would be interested.

The thesis focuses on revealing the distorting factors which can occur within the online platforms created by the municipality for the purpose of citizen voting on participatory budgeting. The goal of the thesis is to use the revealed factors to propose optimization of online platforms so that the projects selected for funding by public sources reflect the authentic preferences of citizens. The respondents’ gaze length data regarding the individual components of the projects obtained by the eye-tracking method, answers regarding the selection of projects and information obtained through interviews with respondents, are compared with the theoretical background elaborated in the literature review. Based on the processing of this information, it was found that the researched distorting factors can have an impact on the decisions of future voters.

The conception of a participative budgeting as an inovation of democracy

To analyse in this context a form of contemporary effort of application of participatory budgeting in the Czech environment. Elements of Deliberative Democracy in the Czech Republic: A Case Study of Participatory Budgeting in Municipal District of Prague 10

This thesis lies in an analysis of a participative budget realization at the Prague 10 municipal district in a context of deliberative democracy. This is a case study stemming from a qualitative research based on an analysis of key documents and semi- structured interviews. Deliberative and participatory democracy - whose features are the crucial elements in a participatory budgeting process - serve as a theoretical basis of this thesis. In the empirical part the thesis focuses on causes of the participatory budgeting implementation and the laid down methodology approved by the Prague 10 municipal assembly in June 2015. Neither rules for proposal submissions nor the time schedule of the process are omitted. The thesis deals with different phases and the future outlook as well. An integral part of the thesis is the analysis of the actors who played key roles in the process. Apart from the case study the thesis maps the use of the participatory budgeting both abroad and in other Czech towns and cities.
